1. Why ensuring a complex system meets safety requirements, in particular, is a matter of decision making, thus making valid decisions crucial for successful safety programs.
2. How to establish and maintain an independent management-level decision-making process within safety and reliability programs, and why this independence is vital.
3. Why procedural justice comes into play and it becomes a necessity for achieving valid safety decisions to all stakeholders, including authorized government agencies, system suppliers, and field operations and management.
